DECLARING FEBRUARY 2-8, 1990 AS CONSTITUTION WEEK AND DIRECTING THE PROPER NATIONWIDE CELEBRATION THEREOF

WHEREAS, Proclamation No. 211, dated January 29, 1988; has declared February 2nd every year as Constitution Day, to commemorate the new Constitution adopted by the 1986 Constitution Commission that was ratified overwhelmingly by the Filipino people in a plebiscite held on February 2, 1987;

WHEREAS, this year, it is fitting to focus anew on the Constitution, as the fundamental law of the land that envisions a just and humane society and a government that embodies the ideals and aspirations of the Filipino people, promotes the common good, and secures to themselves and their posterity the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace; and

WHEREAS, in order to strengthen the commitment to the principles of Constitutional democracy, it is appropriate that a full week be set aside as CONSTITUTION WEEK for a nationwide commemoration of the significance of the Constitution and its various themes including peace, social justice and democratic participation.

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, in addition to having declared the 2nd day of February of every year as CONSTITUTION DAY, do hereby declared February 2-8, 1990, as CONSTITUTION WEEK, and direct a nationwide celebration thereof under the charge of the Committee created pursuant to Administrative Order No. 152 dated January 15, 1990.
