DECLARING FRIDAY, NOVEMBER 15, 1940, A SPECIAL PUBLIC HOLIDAY

For the purpose of fittingly commemorating the Fifth Anniversary of the inauguration of the Commonwealth of the Philippines and in order to inculcate in the minds of our people and, especially, of our youth, the importance of, and respect for, this historic event, I, MANUEL L. QUEZON, President of the Philippines, pursuant to the provisions of section 30 of the Revised Administrative Code, do hereby declare Friday, November 15, 1940, a special public holiday.
